Does the Chinese government lie about Tibet issue?

China has a Presidential Decree that allows for the invasion of Taiwan, if Taiwan declares independence. If China is willing to kill millions of people to stop part of its country becoming separate goes it lie or is it willing to lie about the Tibet issue in the sense that the Tibetans want China in their lands.
